as the sole holder of the State i have it take these actions: create a new Object named "Bank"; have Bank add the following Regulation to itself:

when I become sole holder of an Object with a name of the form "Player u MoneyRequest", then:
Create a new object bn named Bank Note n (where n is the lowest natural number that makes this name unique)
have bn be Held solely by Player u
have Player u MoneyRequest Die
